Against precariousness

For the administrators of the Nkol-Afamba municipality, drawing on the participatory consultations with a view to the development of the Communal Development Plan, "Poverty (or precariousness) is above all the lack of material or financial resources to meet the basic needs of individuals. At many of these needs include food, shelter, health care, education,drinking water supply etc. ".

The perception of the populations is also an important approach in the explanation and the fight against poverty. How do the populations of the Nkol-Afamba Municipality define poverty? In their daily experience, as in the quantitative evaluation, the elements related to income characterize poverty. According to these populations, “To be poor is to lack financial meet basic needs ”.

Pratically, for these populations, “Poverty is the difficulty of access to drinking water, electricity, basic necessities, the lack of roads, means of communication ”, or even,“ poverty means distant schools, lack of effective education in schools. It is also a person in poor health and who has difficulty accessing medical care ”.

Faced with this observation, the Nkol-Afamba town hall decided to act and mobilized to prevent and fight against all forms of precariousness.

It has, within the framework of the Millennium Development Goals for Cameroon, to be emerging By 2035, with financial and technical support from the national development program participatory and OAL ACP-CAM, developed its communal development plan which is its roadmap to improve the living conditions of its populations.

One of the main steps was the diagnosis, which took place in three phases. First of all at the level of the municipal institution with the participation of the municipal executive, the municipal council, staff municipality to identify the strengths and weaknesses of human resources, financial resources, asset management and relationship management. Next, at the level of urban space with the participation of sectors, representatives of trades and neighborhood leaders, at this stage it has to do with describing the urban space and its infrastructures, identifying the problems of the trades, vulnerable groups and economic activities. And finally the participatory diagnosis at village level which gives voice to administrative authorities, elites and populations so that they can express themselves on their strengths, problems, and needs.

Thus, problems have been identified, we can cite among others the difficulty to develop agriculture, difficulty in getting around, difficulty in accessing quality education and health care, loss of biodiversity, climate change ...

As a result of all this, and to alleviate these problems, priority projects were voted for each level and village. These projects are recorded in the logical frameworks by sector which are then submitted to the sectors for validation. After validation of the logical frameworks, the medium-term expenditure framework, the annual investment plan, and the summary environmental management framework have been completed. At the end of this process, a Committee was set up in charge of monitoring the development process, which is responsible for transforming the work done upstream and included in this document into achievements, for the well-being of the populations of the Nkol-Afamba Municipality. .
